The Cyprus Energy Regulatory Authority (CERA) announces the launch of the new Electronic Application Submission Portal, a web-based application aimed at modernising and simplifying CERA's licensing procedures in the Electricity and Natural Gas sectors.

Important Dates
  • Portal launch date: 03/12/2025
  • Last day for submitting applications under the existing procedure: 26/11/2025
From 27/11/2025 to 02/12/2025, CERA will not accept applications pending the transition to the web-based application. It is emphasised that from 03/12/2025 onwards, all new applications shall be submitted exclusively through the Portal, while applications submitted before 26/11/2025 will be examined and evaluated under the existing procedure.

What is CERA's Electronic Application Submission Portal
The Portal is an electronic platform that enables interested parties to submit and manage all their applications with CERA in a simple, fast and efficient manner. The application guides interested parties through the submission of their applications and features automatic checks and functions that identify errors and omissions for immediate correction during the completion of applications, providing applicants with the ability to submit complete applications.

Portal Capabilities
The Portal enables interested parties to create and edit their profile as well as designate their representatives, to submit applications for licences to operate in the Electricity Market and Natural Gas Market, as well as requests for licences such as extension, amendment, transfer and revocation.

Furthermore, interested parties can track the progress of their applications in real time and have full access to their application file, view their payment history, and have continuous access to issued licenses, both licenses granted before and after the Portal's launch. The Portal also features a communication system that enables written communication with CERA officials both for general queries and for specific applications.

Portal Access
Access to the Portal is simple and unified for all users. Connection can be made either through CERA's website or from the address portal.cera.org.cy using authenticated Cy Login accounts. Those who do not have an authenticated Cy Login account will need to create one.

After successful login, users must update their profile on CERA's Portal, recording their details and uploading the necessary documents. For existing licence holders, licences will be automatically transferred and displayed in the account once profile creation is completed.

Support and Training
To support and train users, CERA has posted the following guides within the Portal:
  1. User Manual, with detailed instructions for using the application
  2. Training Videos, presenting the Portal's most important functions
